Abstract	长期高速的经济增长，耕地生态功能的退化使得我国人地关系日趋紧张，耕地可持续利用战略已成为历史的必然选择，本文对战略实施的调控机制全面设计，提出保障耕地可持续利用模式、目标实现的规划、市场、计划和制度机制体系。
