AbstractSince the introduction of economic reforms in the early 1980s, rural industrial enterprises have played an important role in the development of rural areas in China, The following article discusses the function of town/township enterprises as a source of income for the local communities and their impact on the rural labour market. As many industrial enterprises are collectively owned by the townships and villages, local administration, enterprises, and political leaders are connected in numerous ways. Frequently, the support of the collective enterprises by the local government is of vital importance for its economic success or simply for its survival. A great number of agricultural workers were set free after the introduction of the so-called ''household responsibility system'' for peasant families. Part of the surplus labour force was taken over by rural industrial enterprises. In general, the economic function of the rural industry is more significant than its effect on employment. Consequently, its power to bind the rural workforce to the local area is of limited importance.
