Abstract	管理体系的不合理与不完善是我国目前雨水资源利用规模偏小、效率偏低、协调不足、生态效应不明显等问题突出的根源所在。在分析我国雨水资源利用管理目标与原则的基础上,初步提出了一套以法律法规体系为基础,以管理组织体系为核心,以规划体系、资金投入体系、经济调控体系、利益补偿体系、风险防范体系为职能实施载体,以公众参与体系为延伸的雨水资源利用管理体系,以期为系统推进雨水资源利用提供一些思路。
